A Network of 14 Cities, 8 Counties
Compact Cities (Compact) is a network of 14 cities in the eight counties of the San Joaquin Valley which are federally defined urbanized areas (population of 50,000 or more): Stockton, Manteca, Lodi, Modesto, Turlock, Merced, Madera, Fresno, Clovis, Hanford, Visalia, Porterville, Tulare, and Delano.
The Compact is lead by the Compact Cities Executive Committee (CCEC) which includes the city manager from each participating city, along with representatives from the Partnership, the Community Leadership Group, the San Joaquin Valley Regional Policy Council, the California Central Valley Economic Development Corporation and the Community and Regional Planning Center at Fresno State. CCEC serves as the governing body of Smart Valley Places, with oversight authority for program and project implementation.
CEC Coordinator
Smart Valley Places’ Compact Executive Committee (CEC) is pleased to announce its choice for the CEC Coordinator of this project, DCE Planning. Bill Fulton and Ben Noble are part of DCE Planning (www.dceplanning.com), which merged with The Planning Center (www.planningcenter.com) February 2011.
Bill Fulton, AICP, will serve as Principal-in-Charge of the CEC Coordinator project. Mr. Fulton will oversee work on all tasks, attend all CEC meetings, facilitate SVP Conventions, and lead efforts to promote coordination and relationship-building in the San Joaquin Valley. Mr. Fulton was appointed Mayor of Ventura in December 2009 and is serving a two-year term. He has been hailed as playing a “key role in re-shaping the way urban and metropolitan growth issues are debated in the post-suburban era” (www.cityofventura.net/about/citycouncil).
Ben Noble, Senior Associate, will serve as Project Manager for the CEC Coordinator project. Mr. Noble will be responsible for the day-to-day management of the project, as well as, for maintaining regular contact with the Smart Valley Places Leadership Team, and attending all project meetings. Mr. Noble’s experience in the planning field includes associate planner for the City of Sausalito and planner for Dyett & Bhatia Urban and Regional Planners in San Francisco.
Mr. Fulton and Mr. Noble are great additions to the Smart Valley Places consortium and will be instrumental in its overall impact.
